  • President Poroshenko has cancelled his official visit to Turkey for the inauguration of the President Erdogan due to a sharp worsening of the situation in Donbass and Russian invasion of Ukraine. In his speech at the NSDC he urged not to panic and called situation in Donbass extremely difficult but controlled. He has also informed that consultations have started at the level of military headquarters of Russia and Ukraine, aimed to establish border control and exchange of prisoners of war. President Poroshenko issued an order to enforce decisions of NSDC from 27th of August. Most parts of the document are being kept secret. He as well approved military plan for Donbass for the nearest future. Deputy head of the Presidential Administration Zubko stressed that introduction of the martial law is of benefit for aggressor, because as he said the country introducing such law can’t receive military and technical support from other countries.
  • As claimed by the Advisor of the Minister of Internal Affairs Gerashenko, the ministry fully supports immediate introduction of the martial law.

  • Presidential decree on dissolving the parliament has entered into force, starting with the election campaign from 28 of August. The elections will be held according to the old elections law with closed lists of candidates. The pro-presidential political party "Solidarnist", now renamed into "Poroshenko block", held its congress in preparations for the elections. Defectors from other parties have been seen among the convention participants. Experts do admit possibility of former members Party of Regions to appear in the elections list of the Poroshenko Block Attending the event, President Poroshenko urged all democratic parties campaign in the elections as a joint team.

  • Cities of Donbass slide into chaos due to continuous terrorists shelling - water and electricity supply have been cut of in Luhansk since two weeks, water supply have been as well cut in Donetsk. Residential areas being chaotically shelled, civilians being killed. Terrorists blast bridges and railroads, systematically destroying the region infrastructure. Antiterrorist Operation Forces opened humanitarian corridors to let civilians leave the battlegrounds, but militants bar the evacuation, considering to use civilians as a live shield.
  • Fights are ongoing in regional centers of Donbass - Donetsk and Luhansk. Ukrainian army took over the control of Maryinka, Yuasinuvata, Panteleymonovka, Zhdanovka and Uglegorsk.

  • Russia continue to concentrate invasive military units on Ukrainian border, continuously shelling Ukrainian military strongholds and cities from its territory, supply LPR and DPR terrorists with armored vehicles, artillery, ammunition and mercenaries through parts of the border not covered by Ukrainian border guards.
  • Ukrainian army, contain terrorists forces near big cities, advance to their territories, recently cut the supply between Donetsk and Luhansk, successfully combat near the border and liberated Popasna and Miusinsk. Terrorists are trying to build massive strongholds in big sites and use civilians as a shield.

  • President Poroshenko signed the resignation of the National Security and Defense Council Secretary Parubiy.
  • National Bank continued to devaluate Ukrainian Hryvnia (UAH): 12.45 UAH/ 1$ (-10 cop), 16.63 UAH / 1€ (-9 cop), 3.45 UAH / 10 RUR. Quotes ranged during the day: 12,40-12,63 UAH / 1$ 16,59-16,85 UAH / 1€.
  • National Bank of Ukraine instructed Ukrainian banks to suspend all kinds of financial transactions in territories, not controlled by Ukrainian authorities.
  • Foreign currency reserves of the National Bank of Ukraine in July decreased by 6% to $ 16.07 billion. Decrease is related to servicing of the sovereign debt.

Security Service of Ukraine asked the Internet Association of Ukraine to block of Internet resources related to terrorism and advocating war

  • Notification of resignation of the Secretary of the National Security & Defense Council shared by Ukrainian online media, have been refuted.
  • President Poroshenko cancelled orders, issued by the former presidents during 1992-2010 years, on life-long social security and protection of former officials, as well as a number of benefits transferred to the generals in reserve and justice officials.
  • After a marginal stabilization on Friday, National Bank of Ukraine sharply decreased the Fx rate of UAH vs major currencies: 12.18 UAH / 1$ (-22 cop), 16.31 UAH / 1€ (-31 cop) and 3.41 UAH / 10 RUR (-4 cop). During the market session, quotes ranged in 12,28-12,50 UAH / 1$ and 16,48-16,77 UAH / 1€.
  • Security Service of Ukraine asked the Internet Association of Ukraine to block of Internet resources related to terrorism and advocating war, ethnic hatred and challenging the constitutional order of the country.

Trends | Issue #1 - currency swings

Events of the past ten days have shown that the official exchange rate of the national currency may vary within very wide limits - up to 2% during one day

As promised earlier, we are launching a "Trends" project. The format is supposed to be - info-graphics - issue - one to three paragraphs of synthetic information as a food for thought. Facts only, accompanied with cautious forecasts. Comments are gladly welcome. 

Events of the past ten days have shown that the official exchange rate of the national currency may vary within very wide limits - up to 2% during one day. Local minimum of 11.64 for 1 USD was recorded on 23rd of July. 
On 19th of July IMF decided to provide Ukraine with the next stand-by credit tranche. 
On 24th of July, Prime Minister Yatsenuk submitted his resignation, naming Parliament failure to adopt the package of laws proposed by the government, leading to collapse of the state financial system, as a key reason. 
Market reacted to the resignation with slight Fx rate growth, that almost came back to initial level on Friday, August 1, but positions were taken again in full on Monday - an increase of 2% was achieved. 
Our experts attribute the sharp depreciation of Ukrainian Hryvnia to the lack of funding of the military campaign, sharp erosion of tax revenues related to loss of control over eastern Ukraine and with the uncertainty in the issue of future gas supply. 

At the same time, situation that happened on Friday, demonstrates that banks close to the management of the National Bank of Ukraine, could strongly capitalize on such a swing.

Luhansk is at the edge of humanitarian and ecological catastrophe after terrorists' attacks

  • General Prosecutor’s Office of Ukraine is working on the project of the Law on In Absentia Denunciation of crime suspects within the criminal proceedings, that will allow to return to Ukraine significant amounts of assets, stolen by officials from Yanukovych regime, and allow include some individuals to the Interpol investigation database.
  • General Prosecutor Yarema said at the briefing that strong reorganization have been conducted within the agency and ¾ of central office cadres have been renewed, but tipping point haven’t yet occurred.
  • According to experts, many of those who served under the Yanukovych regime came back, as well as unexperienced in the prosecutor's office job have been appointed.
  • Ministry of Internal Affairs of Ukraine, through Russia's ambassador to Ukraine Zurabov, summoned for questioning and announced under suspicion of "the organization and financing of illegal armed groups" against Russian citizens Zyuganov, Mironov, Zhirinovsky, Defense Minister Shoigu billionaire Malofeeva.

Prime Minister Yatsenyuk, speaking in Parliament, announced his resignation

  • Fractions “Svoboda”, “Udar” as well as 19 individual deputies, left the ruling coalition in Verkhovna Rada and therefore, the coalition has ceased to exist – this was announced in the Parliament by its speaker Turchynov. If new coalition will not be formed within 30 days, president has the right to dissolve parliament and appoint parliamentary elections in three months, on October 26.
  • Parliament Speaker Turchynov announced the dissolution of the Communist Party fraction, based on Verkhovna Rada regulation amendments, recently signed by the President Poroshenko. 
  • Prime Minister Yatsenyuk, speaking in Parliament, announced his resignation in response to the collapse of the ruling coalition and blocking of government decisions be the parliament, in particular, reforms of gas transportation system and the allocation of additional funds for the army. Deputies speculate that Prime Minister resignation should be approved by Verkhovna Rada. Mr. Groisman could be appointed as an Acting Prime Minister, as leaked on Facebook by Interior Minister Avakov. President Poroshenko requested Speaker to arrange the confidence vote for the government on July 25 and offered Yatsenyuk to continue to work until the election of the new parliament.

President Poroshenko ordered to prepare wide-scale launch of 3g communication standard in Ukraine

  • Prosecutors have launched a criminal investigation of Mariupol City Administration officials on accusations of aiding terrorists, who held a joint meeting with representatives of the "People's Republic of Donetsk" and signed a memorandum. Also, criminal case against the Secretary of Lysychansk City Council was launched under accusation for "separatism".
  • SSU investigates facts of betrayal at the headquarters of the anti-terrorist operations, as well as among former heads of the Ministry of Internal Affairs, Security Service of Ukraine and Ministry of Defense, financing terrorism.
  • "Naftogaz" head, Kobolev, said that cost of the gas transportation system of Ukraine is estimated at 25-35 billion dollars (including profit forecast of the volumes of transit). Estimate was made for the possibility of creating a transit company with 49% foreign stake.
  • Official exchange rate of Ukrainian Hryvnya (UAH), as established by the NBU: USD 11.64 / 1 $ (-3 cop), 15.69 UAH / 1 € (-8 cop), 3.32 UAH /10 RUR.
  • President Poroshenko ordered to prepare for the large-scale launch of 3G communication standard before August 15 and before 30th of October - to hold tenders for these frequencies. All Ukrainian mobile operators have already declared interest to participate to the tender. Previously Poroshenko urged the need for the early start of 3G and 4G networks implementation in Ukraine.
