  • Minister of Foreign Affairs of Ukraine P. Klimkin said that the text of the Association Agreement with the EU can not be changed and will be ratified in its present form.

  • Yatsenuk Government has submitted to the Verkhovna Rada a bill to amend non-aligned status of Ukraine. It chooses a course of participation in NATO and the EU, and a ban on participation in any post-Soviet economic, political or military alliances.
  • Authorities in the Donetsk region are preparing housing for temporary refugees for the winter season. These will include summer vacation establishments, which have heating, and those where heating could be easily introduced.

  • President Poroshenko has cancelled his official visit to Turkey for the inauguration of the President Erdogan due to a sharp worsening of the situation in Donbass and Russian invasion of Ukraine. In his speech at the NSDC he urged not to panic and called situation in Donbass extremely difficult but controlled. He has also informed that consultations have started at the level of military headquarters of Russia and Ukraine, aimed to establish border control and exchange of prisoners of war. President Poroshenko issued an order to enforce decisions of NSDC from 27th of August. Most parts of the document are being kept secret. He as well approved military plan for Donbass for the nearest future. Deputy head of the Presidential Administration Zubko stressed that introduction of the martial law is of benefit for aggressor, because as he said the country introducing such law can’t receive military and technical support from other countries.
  • As claimed by the Advisor of the Minister of Internal Affairs Gerashenko, the ministry fully supports immediate introduction of the martial law.

  • Presidential decree on dissolving the parliament has entered into force, starting with the election campaign from 28 of August. The elections will be held according to the old elections law with closed lists of candidates. The pro-presidential political party "Solidarnist", now renamed into "Poroshenko block", held its congress in preparations for the elections. Defectors from other parties have been seen among the convention participants. Experts do admit possibility of former members Party of Regions to appear in the elections list of the Poroshenko Block Attending the event, President Poroshenko urged all democratic parties campaign in the elections as a joint team.

  • President Poroshenko dissolved Verkhovna Rada. An early parliamentary elections will take place on 26th of October 2014. In a video appeal to Ukrainian citizens, President emphasized that current parliament consists of people, who don’t fulfill their duties and in their majority are the fifth column of aggressor. Dissolution however doesn’t mean deputies shouldn’t adopt important laws.

Populous meeting took place near the Verkhovna Rada building during the session, in support of lustration law adoption.

  • Verkhovna Rada declined to include into agenda any options of the election law with open lists. The law on elections funding  wasn’t adopted as well. The law on the gas transportation system (GTS) was adopted, giving an opportunity for companies with foreign capital from the EU and the US to operate gas transportation and accumulation processes, that in principle prohibits participation of Gasprom in the management of Ukrainian GTS. The law on taxation of enterprises within the free economic zone Crimea, was adopted in the second reading. The law on voluntary reunification of the territorial communities was sent for the second reading. The law on sanctions was adopted, providing opportunity for Ukraine to apply sanctions to foreign states, legal entities and physical persons from foreign countries and Ukraine, as well as to other subjects. The Parliament put into agenda the law on the prosecutors office, creating the office of the military  prosecutor. The law on lustration went through the first reading. The parliament went on vacations till the 2nd of September. Populous meeting took place near the Verkhovna Rada building during the session, in support of lustration law adoption.
