Key Events in Ukraine

  • President Poroshenko signed a decree imposing sanctions against individuals and entities of Russia and other countries that have contributed to and took part in the aggression of Russia in Ukraine. Entry into the country was denied to a number of journalists of Russian and foreign publications.
  • The Verkhovna Rada denounced the agreement with Russia on the completion of units at the Khmelnitsky NPP and plans to finish the construction by 2019 with the assistance of the European partners.
  • The Government presented a Government web portal, which will reflect the use of the budget funds.
  • In connection with the scandals around the leadership of the State Fiscal Service, the Government decided to investigate the activities of departments during the last three months. According to the Prime Minister Yatsenyuk, a simple change of the leadership will not lead to an improvement of the service.
  • The Cabinet of Ministers signed a contract with the new Head of the "Ukrnafta" company , who assured the Government in the timeliness of dividends payments and the effective management of the enterprise.
  • Prime Minister Yatsenyuk said that Ukraine enters a free trade zone with the EU on January 1, 2016 and is ready for the Russia’s trade embargo .
  • Deputy General Prosecutor Sakvarelidze was concurrently appointed a Head of the Prosecutor’s Office in Odessa region. General prosecutor of the Odessa region Gowda became new Deputy General Prosecutor.
  • The Petro Poroshenko Bloc  "Solidarity" held a Congress in Kiev, where it was announced about the intention to go to the local elections. Heads of regional administrations Saakashvili, Tuka and Moskal were speakers at the congress . People’s Front party, which got the first place in the parliamentary elections, will not take part in local elections and its representatives will be included into the common lists with the Petro Poroshenko Bloc and UDAR party, officially absorbed into the Bloc.
  • Behind the closed doors, without the participation of the press, a congress of the Opposition Blok took place, where it was also decided to go to the local elections.
  • The NBU decided to eliminate two more of the  insolvent banks - Ukrkommunbank and Ukrgazprombank. The Government allocated UAH 21.5 billion (about $ 1 billion) for payments to depositors of liquidated banks .
  • Fluctuations in the hryvnia's official rate were minor: 21,82 ₴ / $ (-0,18 UAH), 24,50 ₴ / € (-0,40 UAH), 3,31 ₴ / 10 rubles (0.03 USD).

Ukraine at War

  • The leader of the Donetsk "republic" Zakharchenko announced the "elections", the first phase of which is scheduled for 16 October, the second for the beginning of 2016. President Poroshenko, Secretary of the National Security and Defense Council Turchinov and European politicians said that such actions are violating the Minsk agreements from the Russia’s part, which fully controls the puppet "government" in the Donbass.
  • During the day the situation in the conflict zone remained difficult, in different areas of the contact line the militants were firing using the small arms and mortars. According to official reports, two soldiers were wounded.
    The OSCE said that they do not observe the withdrawal of the militant heavy weapons from the fighting line in the Donbass. Moreover, the observers record the concentration of machinery and artillery systems. At the same time, Ukraine continues unilateral withdrawal of the machinery.
  • According to the Stratfor US agency  analysts , Russia is not going to withdraw its troops from the Donbass, supportinga hotbed of tension in this area , which will allows them to constantly cause a financial damage to Ukraine and have a buffer, as opposed to the growing influence of NATO in the region.

Ukraine and the World

  • The World Bank allocated a loan of $ 500 million to Ukraine  and urged the government not to come off the way of reforms.
  • According to the former US ambassador to NATO Walker, the West did not do enough to stop Putin, due to the lack of political will in the Alliance and the fear of confrontation with Putin. He believes that NATO should not be limited to, statements as inaction could lead to the unpredictable consequences.
  • The initiative to deprive Russia of the right of veto in the UN Security Council is supported by the  third of countries.
  • Former European Commission President Barroso said that the Crimea be returned to Ukraine, but not in the nearest time, and not by force.
  • 24 EU countries ratified an Association Agreement with Ukraine. Belgium and the Czech Republic have not yet completed the process, and Greece and Cyprus have not begun the ratification. For the full entry into force,  the document must be approved by all 28 countries - EU members.
  • The Verkhovna Rada called on the UN Security Council to approve the candidacy of Ukraine as a non-permanent member of the Council during the voting on 15 October.
  • The US is ready to increase the assistance to Ukraine after the approval by the Verkhovna Rada of a package of laws necessary for the restructuring of the public debt. Treasury Department's Under Secretary Sheets said that at present the partnership with Ukraine is the highest priority for the United States.
  • German Chancellor Merkel said that the refugee problem can be solved only by joint efforts of Europe and initiates the convening of an urgent summit of the European Union. Clashes between police and  migrants were observed on the border of Hungary and Serbia .

The Trends


  • Despite the upbeat statements of the President's party, the local elections promise to be difficult. Representatives of the Poroshenko Bloc hope that the support of the President, the use of the financial and administrative resources will enable them to win the election in most districts, despite the presence in the lists of notorious politicians and officials.
