Russian President Putin announced that "humanitarian aid convoy", as if agreed with the Red Cross  and Ukrainian Government.
Ukraine
  • Traditional Sorochynska Fair have been cancelled by the Government due to the complicated socio-political situation in the country.
  • Official Fx rate, established by the National Bank of Ukraine (NBU), continue to decline: 12.82 UAH / 1$ (-22 cop), 17.17 UAH / 1€ (-32 cop), 3.52 UAH / 10 RUR (-5 cop). Daily rates fluctuated within the range of 12.6-13.2 UAH / 1$ and 16.87-17.67 UAH / 1€. NBU explains Fx erosion by the military actions in the east of Ukraine, experts stress currency deficit on interbank trade. So far none of the NBU attempts to calm down the market with interventions have succeeded.
  • NJSC Naftogaz stated that in case Ukraine will apply sanctions vs Gazprom all business collaboration will be terminated and European customers will have to establish direct contracts, and pay to Nftogaz for transit.
  • Ukrainian Government established the deadline of «single digital reporting point» implementation on December 1st, 2014.
  • Ukraine continue to pump up underground warehoused with gas, 15 bln. cubic meters, equal to half of the maximum volume of 32 bin. cubic meters, have been already accumulated.

Kyiv
  • Last barricades were dismantled on Institytska street, flowers were put instead in memory of heroes of the Heaven’s Hundred. Few hundreds activists held a meeting against Maidan dismantling, in front of the Kyiv state administration.

War in Ukraine
  • Security and Defense Council (NSDC) of Ukraine advised citizens to leave Gorlivka, Donetsk and Luhansk via the established humanitarian corridors, as military operation will continue.
  • High probability of Russian invasion to Ukraine persists, as have been stressed by various international leaders, including the US and NATO. Information center of NSDC stated that extra reserves are available in case of Russian aggression. Russia started new maneuvers in Pskov region, exercising the offensive tactics.
  • Terorists continue to destroy infrastructure and vitally important objects on the controlled territories. Center of Gorlovka is under the flood risk, as water pump electricity supply unit have been destroyed. Siversky Donets - Donbass water supply channel have been once again stopped. Luhansk continue to survive without water and electricity for 9th day. Civilians continue to be killed and injured as a result of terrorists shells. Mass riot and escape of prisoners took place in Donetsk detention center as one detained was killed by the by the shelling. Fights reopened in Donetsk after dark. DPR and LPR terrorists are hindering supply of humanitarian aid, civilians passage through humanitarian corridors and reject negotiations.
  • Security Service of Ukraine provided strong evidence of Russian troops and military equipment participation to aggression in eastern Ukraine, as well as to shelling of Ukrainian territory.
  • As the result of attack on communication center of Kyivstar company in Simferopil, mobile communication services have been terminated. MTS-Ukraine continue to provide mobile communication services in roaming regime via cooperation with Akhmetov’s company TriMob, that received the permission from Russian authorities.

International
  • Russian President Putin announced that "humanitarian aid convoy", as if agreed with the Red Cross  and Ukrainian Government. The International Red Cross stressed, that humanitarian aid is possible only in compliance to its key principles - neutrality and independence, and must exclude any military escort, as well as that the organization is fully ready to conduct such a mission. EU Commission President Barroso, informed by Putin of the mission, warned Russia from any unilateral actions against Ukraine, as well as announced emergency meeting of the European Commission on aiding eastern Ukraine under the UN mandate. President Obama having phone talks with President Poroshenko stressed, that any aid without prior validation from Ukrainian Government  will be treated as violation of the international law. Deputy Head of the President administration Chalyy stated that international aid for the regions concerned have been already organized and Russia could join the efforts if all necessary admission criteria will be met. But finally, «the humanitarian aid convoy» started to move to Ukrainian border.
  • Norway joined the EU efforts and introduced sanctions against Russia. At the same time, Russian stock exchange haven’t reacted to the sanctions in any way, demonstrating growth of stock prices, however, if key Russian companies will be excluded from Dow Jones index, prices could go deeply down.
  • European banks tightened requirements for Russian clients for opening of accounts and mortgage applications.
