  • President Poroshenko appealed to the Ukrainian people, explaining the results of the meeting of the "Normandy Four" leaders  in Paris. He states that, according to his peace plan, the reintegration of the Donbass is possible only through peaceful means, but the war in the region will continue for a long time. He believes that Ukraine should return not only the territory, but also the souls of people, that live there, therefore it is necessary to hold local elections according to the Ukrainian legislation.
    According to him, with the help of the sanctions it will be possible to weaken Russia so it will leave the Donbass itself. Poroshenko stressed that Russia received a fitting rebuff at the front and transferred the confrontation into mainland Ukraine so Ukrainians have to come to the internal unity and consolidation.
  • According to Head of the NBU Gontareva, the regulator has no intention to artificially keep the exchange rate within the currency corridor, and if necessary, will buy and sell currency at the market rate. According to her, the country's currency supply exceeds demand.
  • Interior Minister Arsen Avakov said that by November 5 the Cyberpolice will be created to implement the state policy in the area of fighting the cybercrimes in e-commerce, use of payment systems, intellectual property protection, participation in international operations. It will be possible to contact the police in real time mode over the Internet.

Ukraine at War

  • The Headquarters of the Anti-Terrorist Operation informed about the completion of the first phase of the withdrawal of artillery with the caliber of less than 100 mm and readiness for the  verification by the OSCE monitoring mission . During the day, the militants shot the  positions of the Ukrainian army twice. No casualties were reported among the Ukrainian military.

  • The NATO Parliamentary Assembly adopted a resolution in support of Ukraine.
  • Russian President Putin said that Russia is ready, if necessary, to use the high-tech weapons, such as cruise missiles (which was done in Syria). The program of modernization of weapons was launched long well before the worsening of the international situation.
  • According to the exit polls during the presidential elections in Belarus, current President Lukashenko is in the lead. The opposition forces urged the international community not to recognize the elections because of massive frauds during the early voting, lack of access for the candidates to the media and depriving them of opportunities for election campaigning.
  • A football match between  "Shakhtar" and "Besiktas" was cancelled because of the terrorist attack in Ankara, where nearly a hundred civilians were killed .
  • The UN and the World Bank will finance the program of assistance to refugees. Officials promised to reduce the interest rates on loans for countries that take the largest number of migrants from Syria.
  • According to some European politicians, transportation of migrants to Europe is partly financed by Putin.

  • Despite the statements by President Poroshenko about the need to reintegrate the occupied territories, residents of the Donbass reported on total "protection racket" of smuggling by the Ukrainian power structures, traffic restrictions, speculation in logistics centers and worsening of the situation with the internally displaced persons within the country.
