Key Events in Ukraine

• Informational Politics Minister Stets announced about launch of a state television channel broadcasting internationally. Its purpose is to inform the foreign audience, including the Ukrainian diaspora, about events in Ukraine.
• A regular autumn call-up started in Ukraine. During two months 11 thousand people will be called up for military service in the Armed Forces  .
• The key personnel of the Defense Ministry educational institutions will be formed from people who took part in the fighting, because the existing system of military education is in arrears of the real situation.
• The National Bank continues to gradually increase the official exchange rate of hryvnia: 21,15 ₴ / $ (-0,14 UAH), 23,59 ₴ / € (-0,27 UAH), 3,25 ₴ / 10 ₽ (+0,01 USD ).

Kiev

• 18 people, three women among them , are nominated as candidates for the post of Mayor of Kiev . Among the candidates are the incumbent Mayor Klitschko from the Petro Poroshenko Blok , former Mayor Omelchenko, deputy of the Verkhovna Rada Bereza, Korban from the UKROP party.

Ukraine at War

• The Headquarters of the Anti-Terrorist Operation state that  truce remained during the day in the conflict zone in the Donbass. As a result of trip wire explosions, two soldiers were injured.
• Defense Minister Poltorak doubts that Russia refused to continue its aggression against Ukraine.
• OSCE Chairman Dacic called on militants to take measures for the resumption of the work of humanitarian organizations in the region and ensuring freedom of movement of the monitoring mission.
• The OSCE drone recorded an accumulation of heavy machinery near the demarcation line north of Mariupol.
• The Armed Forces plan to introduce military medical doctrine and logistics that corresponds to the NATO standards.

Ukraine and the World

• Russia bombed Syria for the second time . The US military said that Russian aircrafts, instead of the Islamic state militants positions, attacked the anti-government Syrian forces. White House spokesman Earnest said that the Russian interference with the Syrian conflict will only aggravate it. Eventually, Moscow will have to pay for air strikes in Syria.
• Ukraine wants the State Duma to revoke the decision on use of the armed forces of the Russian Federation abroad.
• The leaders of Germany, France and Ukraine by telephone agreed the positions before the quadripartite meeting with the participation of Russian President Vladimir Putin in Paris. The main topic was the abolition of the "elections", which militants of the DPR and LPR intend to hold in the occupied Donbass.
• Ukraine fined the Russian airlines, conducting flights to the Crimea, for nearly UAH 650 million.
• Moldovan Prime Minister Strelets demanded a withdrawal of Russian troops from the Transnistria and deployment of the international peacekeeping mission in the region.
