Key Events of Ukraine

  • The Verkhovna Rada broke the agreements with Russia on mutual protection of  the classified information, exchange of military intelligence data, military cooperation and banned the transit movements of the Russian army through the territory of Ukraine in Transnistria.
    MPs adopted a resolution on deviation from part of the obligations on human rights protection in the area of ​​the "anti-terrorist operation" and in the Crimea, placing the responsibility for it on the occupier - the Russian Federation.
    The Law on the internal affairs board was adopted in the first reading. Deputies of "Samopomich" faction refused to vote for it. According to them, this law preserves the Soviet system of militia and contains provisions that violate the human rights. In particular, the Law provides the access to more than 40 registries, which contains of personal data.
    In the first reading were adopted: 1) the law on the national police and the changes to the law on the prosecutor's office, the purpose of which is a large-scale personnel update of the agency, 2) the law creating the National Bureau of Investigation - the central body which is supposed to deal with organized crime, terrorism and investigation of crimes committed by the law enforcement officials; 3) the law which exempts from the tax the imports of electric vehicles.
    The government draft law on unified principles of utility tariffs setting, excluding deviation from economically justified production costs for these services with the reimbursement from the relevant budget, was not even adopted in the first reading and was sent back to be fixed.
    The draft law on the restructuring of the foreign currency loans, providing the restructuring and moratorium on evictions of borrowers from the housing in the mortgage was failed by the Parliament and sent to the third reading. During the consideration of the law  the rally of borrowers gathered near the building of the Verkhovna Rada, they set fire to tires. As a result of clashes, several protesters and policemen were injured and about a dozen of activists was detained.
  • Government Commission acknoledged the unsatisfactory work of the Donetsk regional military-civilian administration.
  • Energy Minister Demchishin signed the documents on Ukraine's joining the International Energy Charter.
  • Iin the first quarter of 2015 Ukraine imported from Europe  four times more natural gas which was by $ 60 per 1000 m3 cheaper than the natural gas from Russia.
  • The official exchange rate of hryvnia slightly decreased: 20.68 UAH/USD (-0.13 UAH), 23.02 UAH/EUR (-0,12 UAH), 4.14 UAH/RUR 10 (-0.04 UAH).

Ukraine at War

  • Ukraine asks OSCE to conduct checks on the use of  the phosphorus amunition by the hybrid Russian troops during the hostilities.
  • Deputy Chief of the Mission Hug confirmed the frequent violations of the ceasefire in the Donbass and the expansion of the geographical boundaries of the conflict.
  • Militants shelled Avdiyika, one local resident was killed and three others were injured. At the time of church services in Tonenke the militants shelled the church. In the area of ​​Mayorsk due to the continuous militants shelling the repairers were unable to begin the restoration works at the Seversky Donets - Donbass canal. In Shyrokine, after the departure of the OSCE observers, active hostilities resumed. The fighting continued in Zolote and in the surroundings of Donetsk.
  • According to official data, during the fighting one soldier was killed, eight were wounded.
  • In the area near the Donetsk airport the "Dnepr-1" battalion  shot down one of the largest drones used by the Russian army - "Outpost", produced under the Israeli license.
  • Security Service of Ukraine published data proving that the General Staff of the Russian Federation gave commands to shell the Ukrainian settlements and position of the armed forces, and also provided extracts from the commendation lists of the Russian military for the actions on the territory of Ukraine.
  • Persons detained during the fight in Schastye confirmed that they are Russian military, and that the goal of the subversive group was to capture the village and the power station.

Ukraine and the World

  • The summit of the Eastern Partnership opened in Riga . President of the European Council Tusk said that the summit is not intended to worsen the relations between Russia and the former Soviet republics, but accused Russia of the policy of their intimidation to keep them in own sphere of influence. President Poroshenko stated that the presence of Russian troops in the Donbas is fully proved.
  • European Commission President Juncker said that the EU membership of the former Soviet republics was not considered at the summit. German Chancellor Merkel stressed that the war in Ukraine had increased the importance of the Eastern Partnership; any State may strive for European values ​​and no one can deny them this right. The summit is not an instrument of the EU expansion and it is not directed against Russia or any other country.
  • The UN downgraded the forecast for the Russian economy, predicting its fall by 3%. A slight increase is possible the following year  in the case of rising energy prices.
  • German Chancellor Merkel stated that the return to the G-8 format is not possible as long as Russia continues to violate international law.
  • NATO Supreme Allied Commander Europe Breedlove stated that Russia deployed in the Donbass the missile systems of dual purpose, which can be used for attacks with nuclear shells. The absence of direct evidence of nuclear weapons deployment in the region does not mean that it did not happen. In the Crimea, the Russian army had already deployed the nuclear delivery systems.
  • US Department of State spokeswoman Harf called the conflict in Eastern Ukraine a Russian intervention. She believes that the refusal to cooperate with Russia in military shere will not affect the activities of the joint center for monitoring and coordination in the Donbass. Another representative of the Department of State Rubin claimed that the response of the US and their allies on the escalation of the Russian aggression will be rapid and the consequences will be serious.
  • US Ambassador to the OSCE Baer urged the participant countries to facilitate the access of international observers to the territory of the Crimea and demanded to return the control over the peninsula to Ukraine. Of particular concern of the US is the policy of the forced change of citizenship of the inhabitants and violation of the rights of the indigenous population of the Crimea.
  • Russia completed the preliminary investigation of the Savchenko case.

The Trends


  • The President of the American Chamber of Commerce stated about the impossibility of explaining of all the problems in Ukraine by war. The authorities should initiate a dialogue with investors and the business community, and explain what is happening in the country and show the ultimate goals of the planned changes. He is convinced that the country will remain attractive for investments, if the hostilities are not spreading. Commissioner for European Neighbourhood Policy & Enlargement Negotiations Hahn stated that to join the EU, Ukraine needs to concentrate on the reforms.
