Key Events of Ukraine

  • National Security and Defense Council of Ukraine adopted the Strategy of National Security of Ukraine - the main document on defense planning and protection against armed aggression. In document it is confirmed that the main threat to Ukraine comes from the Russian Federation. The issue of the Ukraine's future membership in NATO is also included into the Strategy. A set of measures to accelerate the construction of fortifications is approved .
  • NSDC Secretary Turchinov stated that Ukraine can count only on itself since there is no progress in the military cooperation with the partners.
  • In Minsk took place the closed doors negotiations of the contact group to resolve the situation in the Donbass. Four subgroups in main areas are identified - economic, political, security and humanitarian. The members of these subgroups are, in particular, from Ukraine, former President Kuchma and pro-Russian politician, godfather of President Putin, Medvedchuk, from Russia, a representative of the General Staff of the Russian Armed Forces and Deputy Minister of Economic Development. Deployment of peacekeeping forces in the Donbas was not discussed. From the DNR and LNR “republics” Pushylin and Deynego were present at negotiations.
  • Kharkov court banned the public events on May 9 for security reasons.
  • Cabinet of Ministers confirmed that the local authorities have the right to set the public transport travel fees.
  • State Statistics Service reported that inflation in April rose to 14% due to the increase of utility tariffs (by 10.8% in March), year-end inflation could reach 60.9%. In the worst-case scenario, considered by the government, the decrease in GDP by 11.9% per year at the annual inflation rate of 42.8% is foreseen.
  • Fluctuations in the official hryvnya exchange rate are minor: 21.03 UAH/USD (-0.10 UAH), 23.62 UAH/EUR (+0,12 UAH), 4.21 UAH/10 RUR (+0.13 UAH).

Ukraine at War

  • The situation in the conflict zone in the Donbass area is getting worse, during the day 5 Ukrainian soldiers were killed and 12 wounded. Fighting continues in Shyrokine, near Donetsk airport and on the outskirts of Gorlivka.
  • The Cabinet amended the list of settlements in the occupied territory of the Donbass.
  • The self-proclaimed leader of the Donetsk "republic" Zakharchenko claimed that the implementation of the Minsk agreements will be possible after the recognition of the DNR’s autonomy by the US and the EU.
  • OSCE observers report that militants are moving the large volumes of the coal from Ukraine through the checkpoint "Gukovo".

Ukraine and the World

  • Pentagon’s Head Carter, after the Supreme Allied Commander Europe, stated that the militants and Russian forces are preparing for another offensive from the Donbass.
  • Moscow's Basmanny court extended the detention term for the Ukrainian pilot, MP Savchenko, kidnapped by terrorists in the Donbass region and illegally moved to Russia.
  • In May Russia increased tariffs for electricity, imported by Ukraine, by 8%. In January-April the volume of imports in monetary terms amounted to almost $50 million. With this contract Russia solved the issue of power supply to the Crimea.
  • Rising of the oil prices from $ 56 to $ 68 dollars per barrel in the last month has considerably strengthened the Russian ruble.
  • In Israel, after nearly two months of negotiations, a new coalition government was formed, which will for the fourth time be headed by Netanyahu.
  • President Obama extended for another year the sanctions against the Syrian government, which, according to the US authorities, continues to violate the international law.

The Trends


  • Ukraine will not receive a visa-free regime with the EU at the Eastern Partnership summit in Riga. President Poroshenko proposes to determine the exact date of its introduction and the reforms to be carried out for the visa abolition with Ukraine.
  • Police authorities defend former members of "Berkut" police special unit who participated in the repression on the Maydan, and launched a campaign on persecution of volunteers who are dissatisfied with the lack of changes in the security agencies and ansence of punishment for those responsible for the killings of activists,  and started the hunt for  "Berkut" special police unit servicemen.
