“The Third Gas War” between Russia on the one hand and Europe and Ukraine on the other hand is approaching the Stockholm Arbitrage while oil prices are in steady decline. Donetsk International Airport is an impregnable fortress for militants and Russian mercenaries. Belarus President Lukashenko is afraid of the consequences of «Novorossiya» recognition.
Ukraine
  • President Poroshenko announced that he is ready to sign the law on “authorities sleansing”, but will introduce several amendments as per Venetian Commission recommendations. Prime Minister and Speaker supported this decision.
  • Central Elections Committee is preparing a simplified procedure of temporary Donbass settlers registration in order for them to be able to vote during the early parliamentary elections.
  • Prime Minister Yatsenyuk said that Ukraine should immediately introduce sanctions against Russsia and the list is ready. All the debts, including the Euro Bonds, purchased by Russia, should be paid, however hard it is going to be.
  • Former “Berkut” special forces commander, who had participated in execution of Maidaners, and have been recently released by the court under the recognisance not to leave, have just disappeared and have been put on the wanted list.
  • Fluctuations of the official exchange rate of Ukrainian hryvnya are marginal: 12.94 UAH/USD (-1 cop), 16.35 UAH/EUR (+2 cop), 3.27 UAH/10 RUB (+1 cop).
  • Europe is trying to figure out an optimal solution to the natural gas supply problem during the winter season. Ukrainian Fuel and Energy Minister Prodan claimed that Ukraine insists on its variant of solution and is firm that natural gas should be purchased for the price defined by the Stockholm Arbitrage.

War in Ukraine

  • Militants attacks on Ukrainian Army positions are ongoing non-stop in various Donbass cities i.e. Debaltseve, Uglehirsk, Schastye, Popasna, Avdiivka, as well as in Donetsk International Airport, where defenders are heroically expelling attack after attack under a non-stop artillery shelling. In the rear areas of Ukrainian Army positions, security services and volunteer battalions are disarming subversive-terrorist groups. Militants seized part of the territory of the eastern Donetsk region in the area of Dokuchaivsk, Volnovaha and to the South-East from Mariupol, where fresh Russian troops have been recently deployed as per information from NSDC. Infrastructure and residential buildings are heavily destroyed in Donetsk due to continuous shelling. Several districts of the city are cut out of natural gas, electricity and water.
  • UN Humanitarian Coordination agency informs that as of 30.09.2014 in Donbass, more than 3,600 people have been killed and around 8,500 wounded, as well as almost 380 thousand have left to other regions of the country, and around 420 thousand - to other countries. As not all the data have been captured, these numbers could be far higher.
  • One of the leaders of the terrorist Donetsk republic Purgin, in his interview to BBC confirmed the presence of Russian troops in Donetsk.
  • German Ministry of Defense decided to send 200 paratroopers to Donbass in order to ensure security of the OSCE mission.  

International

  • Press Secretary of the US Department of State urged Russia to immediately withdraw its troops and armored vehicles from Ukraine, and stop arms and mercenaries supply, as well as presented condolences to relatives of all those who’ve been killed since the signing of the cease-fire memorandum in Minsk.
  • Belarus President Lukashenko, in an interview to Euronews, categorically declined a possibility to recognize DPR and LPR, named by Russian Foreign Ministry as “Novorossiya”. He also opposed the annexation of Crimea and supported territorial integrity of Ukraine.
  • US decision to terminate trade benefits for Russian imports came into force. Estimated losses of Russian businesses are at 0.5 bln. USD per year.
  • World oil prices continue to decline and another two year low level have been reached at 92.31 USD/barrel.

Trends


  • Ukrainian authorities are starting to realize that introduction of systemic reforms in all spheres, starting from lustration, is the question of state survival.
  • Russian troops are fortifying their positions in Donbass, receiving receive new equipment and building command points, launching transport and field commandant's offices, and reorganizing civilian hospitals within the controlled territories into military ones.
