Key Events in Ukraine

  • Starting October 1, state agencies will be given free access to registers and will no longer be allowed to request any statements or verification of the information contained in the registers from citizens. Citizens also will have access to most public registers.
  • Naftogaz received $500 million for the purchase of Russian gas, to be paid after the signing of a tripartite agreement with the EU and Russia in early October.
  • DTEK started importing gas from the EU for own needs.
  • The Government signed a contract with the new head of Ukrnafta Rollins, who promises to pay dividends for the state for 2014 before the end of the week. According to him, the outstanding dividends will be paid before the end of the year.
  • The official hryvnia exchange rate remains stable: 21.59 ₴/$ (-0.03 UAH), 24.11 ₴/€ (+0.01 UAH), 3.29 ₴/10 RUR.

Ukraine at War

  • During the day, relative calm was observed in the conflict area in Donbass, interrupted by provocative fire near the cities of Staryi Aidar and Artemivsk. According to the official reports, four soldiers were wounded the previous day during the shelling of Maryinka.

Ukraine and the World


  • The session of UN General Assembly continues in New York, at which the Presidents of the United States, Russia, and China spoke. During Putin’s speech, the Ukrainian delegation demonstratively walked out.
    Аn unplanned meeting of Presidents Poroshenko and Obama took place. A meeting between Ukrainian President Poroshenko and US Vice President Biden is scheduleld for Tuesday.
    Presidents Obama and Putin agreed to hold talks at the level of representatives of the Ministries of Defence on preventing conflicts during possible military operations in Syria and on options for a political resolution of the conflict. According to US media, Obama insisted on the unconditional restoration of the Ukrainian sovereignty, implementation of the Minsk Agreement, the withdrawal of the Russian troops from Donbas, and the admission of the OSCE observers to inspect the area. US insisted on the transfer of power in Syria from Assad to a transitional government.
    Poroshenko his speech at the UN Peacekeeping Summit urged the international community to support Ukraine in its fight against the Russian aggression as well as to reform the UN in order to preserve world peace.
    World leaders insisted on limiting the use of the veto in the UN Security Council. Putin strongly opposed expanding the Council and and preventing the blocking of its decisions  by one of its permanent members.
  • Russia imposed a ban on flights of Ukrainian airlines effective October 25 in response to the sanctions imposed by the Government of Ukraine.
