  • President Poroshenko convened a meeting of the Military Cabinet of the National Security and Defense Council on the situation in the Donbass, in particular, on development of the strategy in the event of the conflict escalation, on establishment of working sub-group in Minsk on implementation of the control over the state border. Other humanitarian and economic issues were also considered.
  • UDAR and Poroshenko’s Blok parties  agreed on joint participation in the local elections. In Kiev, both parties will support the incumbent Mayor Klitschko.

  • Ukraine sent the Creditors Club new proposals  on restructuring the state debt for the time of the summit, which is scheduled for Thursday in London.
  • The Head of the NBU Gontareva reported that the National Bank finally got the second tranche of the IMF loan. Following the talks, the text of the memorandum between Ukraine and the IMF was updated . The Fund, within the framework of the Extended Funding Program, insists on keeping a stable hryvnia exchange rate, improving the financial condition of the Ukrainian banks, reforming of "Naftogaz", conducting of structural reforms in the sphere of fight against corruption and in judicial system, and general improvement of the business climate.
  • The National Bank authorized the use of international payment systems such as PayPal and ApplePay for cross-border operations, including the transfer of funds to Ukraine.
  • The hryvnia exchange rate remained unchanged after a sharp decline on Monday: 21.71 UAH/USD (-0.01 UAH), 23.83 UAH/EUR (+0,05 UAH), 3.48 UAH/RUR 10 (-0.02 USD).

Ukraine at War

  • In the Donbass fighting continues along all the conflict line. In the area of Donetsk militants continuously attacked the Ukrainian army positions, at night they resumed the shellings of the residential areas of Donetsk, using all kinds of weapons. Several civilians were killed and wounded. According to the official reports, during the previous day, three soldiers were killed , seven were wounded.
  • Uglegorskaya TPP stopped working again, after the militants shellings damaged it. This significantly reduced the volumes of supplies to the electrical power system, resulting in restrictions of the power supply to the Crimea.
  • In Minsk ended a closed for the press meeting of the working group to resolve the conflict in the Donbass, during which, according to the statement of President Poroshenko, an agreement on withdrawal  of the weapons with the caliber of less than 100 mm and tanks from the fighting line should have been signed. After the meeting, Belarusian Foreign Ministry stated that the work on the agenda will be continued.
  • Head of the Donetsk Regional Military-Civil Administration Zhebrivskyi proposed to postpone the local elections in the Donbass until 2017.
  • President Poroshenko said that the elections, planned by the militants on the territory controlled by them for October , will lead to the disruption of the Minsk Agreement.

  • Belarusian President Lukashenko denies the possibility of intervention from the territory of Belarus into Ukraine. He stated that he does not support the presence of any country’s troops in Ukraine, at that noting that the presentation of the conflict in the Russian and Ukrainian media is a mockery. According to him, the idea of ​​the "Russian World" is a contrived and stupid argument, and there is no point to attribute this concept to Russian President Putin.
