  • Decommunisation laws, adopted by the Parliament on April 9, came into effect.
  • Speaker of the Verkhovna Rada Groisman presented a draft "e-parliament" which, according to him, will reduce paperwork and create audio and video recording of the meetings. The project will be implemented with the support of the "Eastern Europe" foundation and USAID.
  • Prime Minister Yatsenyuk said that the government submitted to the Parliament a proposal on the admission of foreign military units to carry out peacekeeping mission based on the UN and the EU resolutions .

  • The Ministry of Finance increased the capitalization of "Naftogaz" again. The amount of issued sivereign bonds is nearly UAH 9 billion (over $ 400 million).
  • The National Bank reported on losses of commercial banks during the first four months in 2015. They amounted to UAH 82 billion ($ 3.9 billion) due to insolvent banks and a significant amount of deductions to the reserve funds.
  • The hryvnia exchange rate after the plummeting on Monday, almost returned to the level of two previous  weeks: 20.81 UAH/USD (-0.45 UAH), 23.14 UAH\EUR (-0,62 UAH), 4.18 UAH/RUR 10 (-0.14 UAH).

Ukraine at War

  • Clashes continue along all the contact line in the Donbass. Shyrokine, Avdiyivka, Maryinka, Schastya, Stanitsa Luhanska were shelled yesterday.
  • Security Service of Ukraine arrested the bank accounts of the terrorist Donbass "republics" leaders.
  • Ukrainian General Staff assured that the railway junction in Debaltseve was completely destroyed and the restored rail traffic would allow trains movement only on one track. However, the terrorists restored the electric train connection between Yasynгvata and Luhansk, and railroad trains, delivering ammunition, military vehicles and coal, pass the station without any problem.

Ukraine and the World

  • In response to the Secretary of Ukraine's National Security and Defense Council Turchinov the Department of State spokeswoman Harf said that the US is deploying missile defense systems only on the territory of the countries - members of the NATO. There are no plans to deploy them in Ukraine. Russia believes that the deployment of such systems is a threat to the Russian Federation and will result in counter measures.
  • Russian President Putin claimed that the announcement of a moratorium on the payment of foreign debt by Ukraine would be regarded by Russia as default and they would appeal to the international courts with a demand of early repayment by the Ukrainian Government.
  • Slovakia will continue the reverse-flow deliveries of natural gas to Ukraine.
  • Romania and Moldova plan the power system interconnection.
  • Russia announced about their demands regarding the Association Agreement between Ukraine and the EU in five main areas. In particular, those are the liberalization of the customs tariffs and their administration, technical regulation, cooperation in the energy sector, veterinary and phytosanitary measures.

The Trends


  • Society showed exceptionally negative reaction to the President Poroshenko’s statement about the absence of buyers for his business at the time when there is a plan to sell the state assets for nothing.
  • Actions of Moldova and Romania governments indicate that the process of their integration into a single state is speeding up and this will significantly change the balance of forces in the south-western direction.
