Ukrainian mobile operators obtained licenses for building 3G networks. Hryvnia continues to fall. The UN Security Council discussed a possibility of sending peacekeepers to Ukraine.

Key Events of Ukraine

  • Changes to the budget-2015, prepared by the Government during the negotiation of a memorandum with the IMF, will be considered by the Parliament on March 3rd.
  • All three largest mobile operators received licenses for building 3G networks at the prices between 2.7 and 3.3 billion UAH. The license’s price in international currency since the announcement of competition fell by more than a half.
  • "Naftogaz" informed that "Gazprom" failed to deliver natural gas in the agreed upon volume. According to experts, this is a violation of an agreement between the EU, Russia and Ukraine.
  • Poland has resumed gas supplies to Ukraine from February 21st. Hungarian gas imports increased by 15%.
  • DTEK, which is importing coal from South Africa, announced its complete suitability for use at Ukrainian power stations. The contract for the supply of the South African coal to state-owned power plants was thwarted due to the declaration of inadequate fuel quality by the prosecutor's office.
  • Oligarch Novinskiy, Verkhovna Rada deputy from the "opposition bloc", paid bail of 5 million UAH for the former Party of Regions member Chechetov, who was taken into custody on charges of forgery and abuse of power. The trial of another Regions member, Efremov, who is accused of inciting ethnic hatred, was rescheduled for February 24th.
  • NBU has introduced additional restrictions for importers. In case of a contract value exceeding $50,000, importers are required to present a letter of credit confirmation from one of major foreign banks. It is forbidden to borrow in local currency to buy foreign currency for the execution of contracts for imports.
  • National Bank continues to provide overnight credits to commercial banks to support liquidity. Daily total value of the credits starts from 2 billion UAH and provided for up to 14 days.
  • The official hryvnia exchange rate continues to decline sharply: 28.35 UAH/USD (+0.49 UAH), 32.03 UAH/EUR (+0,30 UAH), 4.59 UAH/10 RUR (+0.11 UAH). Cash dollar in exchange offices could be purchased at 30 UAH/USD.

  • Mayor Klitschko reported the city center free from illegal kiosks and promised that the entire capital will soon be free from unathorized outlets.

Ukraine at war

  • Terrorists continue to fire on positions of the Ukrainian army and omn towns.  Shirokino, 20 km from Mariupol, became the center of military operations, where Russia delivers reinforcements of heavy equipment, artillery and mercenaries.
  • General Staff said that the removal of heavy weapons can only begin one day after a complete ceasefire is imlemented by militants.
  • OSCE observers recorded the remains of cluster munitions, prohibited by international conventions, used by militants within the territory of Ukraine.
  • Volunteers removed bodies of 159 Ukrainian servicemen killed in the Debaltsee foothold.
  • Yet another terrorist attack has been prevented in Mariupol. A police officer has been killed during an arrest of saboteurs. One more person, wounded  in an explosion at the "March of dignity", has died. MIA detained four suspects in the attack in Kharkov.

Ukraine and the world


  • The UN Security Council discussed a possibility of sending peacekeepers to Ukraine. Foreign Minister Klimkin proposed to the Council an option, in which the decision may be taken by the General Assembly. It would preserve the decision from being vetoed by Russia.
  • The health status of Ukrainian deputy Savchenko, on hunger strike in a Moscow prison for 73 days, has deteriorated sharply. Russian authorities have granted German doctors access for her health examination.
  • The head of the Polish Foreign Ministry Schetyna said that the EU is negotiating new sanctions against Russia in the event of an escalation of the conflict in Donbass. It is possible to disconnect Russian banks from the SWIFT payment service.
  • EC is considering to veto Hungary contract with Rosatom for the construction and maintenance of two new reactors at Paks NPS, which was concluded without tenders.
  • The European Investment Bank declared that it will provide an additional 1 billion euros credit to Ukraine in 2015 in addition to the same amount of credit provided in 2014.
  • US Ambassador to the UN Mrs. Power accused Russia of violating the status of the organization. Russia equips and finances illegal troops and mercenaries in Donbass and is involved in hostilities in the Eastern Ukraine.
