Negotiations in the "Minsk format" once again thwarted by the leaders of the Donetsk "republic." Presidents of Belarus and Kazakhstan are planning to visit Kyiv this Sunday and Monday. Following the EU, United States and Canada have mposed sanctions against the Crimea.

Important Events In Ukraine

  • President Poroshenko asked the head of the IMF to increase financial assistance to Ukraine.
  • NSDC Secretary Turchinov said that Ukrainian information space has to be cleared from Russian TV channels and other media, which are performing pro-Russian propaganda.
  • President Poroshenko сonsiders next year as the hardest one for Ukraine.
  • The draft judicial reform law will be submitted to the Parliament in a few weeks. It will be considered as urgent and will take effect immediately upon adoption.
  • The Cabinet authorized purchases of electricity from any foreign suppliers by the enterprises at their own discretion.
  • Prime Minister Yatsenyuk asked the Ministry of Energy and local authorities to terminate the illumination of outdoor advertising, public buildings and central streets due to the lack of electricity.
  • Rating agency Standard & Poor's downgraded the rating of Ukraine for obligations in foreign currency to CCC, obligations in national currency to CCC- with the negative forecast.
  • NBU said that Ukrainian balance of payments deficit increased from $ 5 to $ 700 million in the third quarter due to the worsening situation in the Donbass and inflation expectations. Gross foreign debt of Ukraine has increased from 80% to 88% relative to GDP, at $ 135.9 billion, public debt reached $ 73 billion.
    NBU Curators were appointed in all refinanced banks.
    The official hryvnia FX rate set at 15.77 UAH / USD, 19.37 UAH / EUR (-0.26 UAH), 2.65 UAH/ 10 RUR. (+0.33 UAH).

  • The main Ukrainian Christmas Tree was opened on the eve of St. Nicholas Day on Sophia Square in Kyiv.

War in Ukraine

  • As a result of  militants’ attacks on Ukrainian army positions, 5 Ukrainian troops were killed and at least 7 injured during another day of “ceasefire”. Ukrainian army didn’t open a fire in responce.
  • Command of the volunteer battalions have permitted several trucks of the  Akhmetov's Foundation "convoy" to enter the occupied territory under condition of video recording of humanitarian aid distribution. According to “Right Sector” activists, convoy broke through the blockposts and was accompanied by riot and traffic police.
  • According to media, DPR leaders refused to participate in the contact group talks in Minsk to settle the military conflict in the Donbass.
  • Russia continues to move the mercenaries, regular military units and equipment to the Donbass through uncontrolled state border.
  • According to the OSCE, joint Russian-Ukrainian units scheduled to patrol the fighting line in the Donets’k and Luhans’k regions, starting from December, 28th.
  • SSU prevented a huge terrorist attack in the center of the capital, which was planned by Russian special services and supposed to be carried out by the resident of  Luhans’k .
  • About 50 thousand children are unable to attend schools in the conflict zone according to UNICEF.

Ukraine and the World

  • The US imposed sanctions against Crimean business, banned export and import of Crimean technologies, products and investments. The list of persons banned from entering the country was extended with leaders of terrorist organizations DPR and LPR, as well as the citizens of Russia, supporting and funding these illegal formations. These persons are also banned from entry to Canada. On top of that, Canada has introduced restrictions on exports of oil exploration and production technologies to Russia.
  • The negotiations between the presidents of Belarus and Ukraine are sheduded for December, 21. President of Kazakhstan is going to visit Ukraine on December, 22. The official version of visits is the strengthening of bilateral relations. Meetings are held before the CSTO and the CIS summits which will take place in Moscow on December, 23.

Trends

  • Experts are sceptical about actions of the Prime Minister Yatsenyuk, who announced the denunciation of the double taxation agreement with Cyprus, where many of the largest Ukrainian companies are registered.
  • The US and EU sanctions against the Crimea could affect Ukrainian companies doing business there.
