Intensity of combat activities have slightly declined in Donbass. Russian troops are strengthening their positions within the seized territories. This could lead to the formation of the "hot zone" in eastern Ukraine, analogous to Transdnestria or Abkhazia. The World is waiting for the decisions of the NATO summit in Wales.

Ukraine

  • Kremlin press office refuted message by president Poroshenko that a Donbass cease-fire agreement have been reached during telephone talks between presidents Poroshenko and Putin.
  • State agency of Donbass recovery have been created in Ukraine. Prime Minister Arseniy Yatsenyuk informed that 8 bln. EUR will be required to restore the eastern Ukraine.
  • Hryvnya visibly strengthened due to National Bank interventions on interbank level to 12.4-12.7 UAH/USD. Official exchange rate have been established as follows: 12.53 UAH/USD (+47 cop), 16.43 UAH/EUR (+65 cop), 3.35 UAH/10RUR (+12 cop). As informed by the first deputy head of NBU Pisaruk, exchange rate of Hryvnya will be maintained at current level for the next 2-3 weeks if not affected by the military operations in the eastern Ukraine.
  • The high special court on civil and criminal matters has  decided to transfer courts from the military operations zone to other regions, as legal activities are impossible to be conducted there.
  • A law prohibiting mass celebrations and use of fireworks in Ukraine during military activities will be adopted in a very short time.
  • Prime Minister Yatsenyuk said that Ukraine has launched a legal action against Russia in the International UN Court for supporting terrorism.

Kyiv

  • Kyivenergo warned citizens of the capital about possible black-outs  during the peak hours as the energy system could face overloads caused by destruction of power stations in the eastern Ukraine during combat actions.

War In Ukraine

  • Temporary «cease-fire» haven’t led to deescalation of the conflict. Shelling of Donets’k is continuing. Filtration station providing the city with drinkable water has been damaged. Schastye city have been shelled with heavy artillery. Ukrainian military positions near the town of Pobeda have been shelled from Russian territory with multiple rocket launchers “Uragan”. One of the Right Sector leaders, Tarasenko, have been badly injured during recent fighting.
  • In the framework of “The Wal” project, Ukraine is building fortifications on the northern border in Sumy and Kharkiv regions.

International

  • European Commission approved strengthening of sanctions against Russia, including restrictions on capital access for Russian enterprises and banks, ban on military, dual-use goods and high tech supply, specifically in the field of oil and gas industries. The decision will be enforced after adoption by the member states and publication in the official EU journal.
  • Georgian President Margelashvili stated that his country will request joining the alliance during the coming NATO summit in Wales planned for 4-5 of September. Georgian Parliament unanimously recognized the fact of Russian aggression against Ukraine.
  • US President Barack Obama stressed during press conference in Talline, that the fact of Russian troops being present in Ukraine is of no doubt and it is neither humanitarian nor a peacekeeping mission. OSCE mission observers confirmed that shelling of Ukrainian territory from Russian border areas have been clearly evidenced, as well as the surveillance drones flights across the border have been documented. OSCE will provide its assessment of the situation during the NATO summit.
  • France have recently postponed the sales of Mistral helicopter carriers to Russia due to Russian refusal to deescalate its aggression in eastern Ukraine.
  • Moscow stock exchange trade demonstrated growth of major indexes led by companies under the EU sanctions, in particular of NOVATECH.
  • Russian Prime Minister Medvedyev claimed that the minimum natural gas price for Ukraine should be at 385 USD/1 000 cubic meters, and conditional on the full repayment of the debt under the price established by the Gazprom.
  • FIFA President Blatter denied a chance of Russia loosing the rights for the World Football Championship in 2018 despite numerous requests from politicians and civil activists from around the World. At the same time, the EU sanctions package could include exclusion of Russia from international sports organizations, including the UEFA.
  • Starting in September, a newly formed «Anti-maidan squads» will be activated in Russia. They will carry out activities, which are unusual for Police. In particular, prevent “anti-state” activities of opposition, monitor the political environment and participate in alternative actions.
  • Russian Defense Ministry representative general Yakubov informed that Russia is considering to revise its military doctrine. NATO will become the main adversary. Also, a preventive nuclear strike becomes part of the doctrine.

Trends


  • Russia is trying to legalize DPR and LPR terrorist organizations by insisting on their partticipation in the negotiation process with Ukraine. At the same time, additional Russian troops are being deployed within the seized territories of Donbass. Local economies are getting prepared to shift  to Russian rubble currency. All of this and more is done for establishing a foothold for expanding Russian aggression to central Ukraine.
