Ukraine


  • During telephone talks with President German Chancellor Angela Merkel and French President Francois Hollande, President of Ukraine Petro Poroshenko stated that unilateral ceasefire is not an option to be considered. During the discussion on situation in Donbass, Mr. Poroshenko stressed that negotiations could continue but are subject to all parties being compliant to the pacification roadmap.
  • Ukrainian Security Service (SSU) opened criminal proceedings on Dmitry Kiselyov, general manager of "Russia Today" TV channel, accusing him on "financing of terrorism". SSU chief, Mr. Nalyvaychenko, stated during the briefing that financing of terrorism in eastern Ukraine being performed via Russian Banks, by former high officials of Ukraine, as well as by Russian media. Criminal case have been also launched against the head of the Russian State Border Control Service, Mr. Kuleshov.
  • President of Ukraine, Mr. Poroshenko appointed new head of Ukroboronprom (state company trading military equipment). Mr. Romanov, owner of car dealership, Kherson region elections campaign head of Mr. Poroshenko became the one.
  • Official exchange rate of Ukrainian Hryvnya (UAH), established by National Bank of Ukraine is as follows: 11.83 UAH / 1 $ (-1 cop), 16.14 UAH / 1 € (-3 cop), 3.46 UAH / 1 RUB. Market exchange rate fluctuated between 11,75-11,88 UAH / 1 $ and 15,98-16,16 UAH / 1€.
  • Verkhovna Rada (Ukrainian parliament) deputies approved government's energy sector emergency measures and gas transport system modernization bill in the first reading.The law presumes possibility to introduce special conditions of fuel & energy system functioning in case of supply to Ukraine will be disrupted or discontinued. Also parliamentarians approved as a basis draft amendments to several laws of Ukraine regulating management of the gas transportation system, presuming creation of system operator, at least 51% stake to be owned by Ukrainian state. Nevertheless, Ukrainian state remains owner of 100% of the gas transportation system.
  • Verkhovna Rada approved the law, giving Antimonopoly Committee (AMC) of Ukraine the right to block any state support distribution to enterprises and industries. Parliament also requested the Antimonopoly Committee of Ukraine to monitor all the preferences received previously and being provided to business by the state. State support, as defined by the law, being all sector subsidies, tax exemptions, penalties and fines cancellation, concessional loans and guarantees. This also included sale of state property at reduced price. Defense industry and agriculture will stay out of scope of AMC.
  • Verkhovna Rada refused to vote the draft of Constitution Amendments submitted by the President of Ukraine Mr. Poroshenko. Document haven’t been supported by «Batkivshyna» and «Svoboda» groups, that are willing to propose alternatives.

Kyiv


  • LGBT community march cancelled in Kyiv, as police clams to be unable to guarantee participants safety. Meeting with «KyivPride2014» on July 4, police claimed being unable to guarantee participants safety from multiple groups of far right anti-demonstrants, who could appear being armed. As the result, organizers had to cancel the event as reported by the Amnesty International.

War in Ukraine


  • Militants attacked Luhansk International Airport, controlled by Ukrainian paratroopers, with multiple missile launcher «Grad». No casualties were reported by Ministry of Defence. The airport is of strategic importance, as it can be used to land heavy transport aircrafts in case of the open Russian invasion to Donbass.
  • Deadly fightings with heavy armored vehicles and artillery, between ATO forces and terrorists of DPR and LPR, ongoing within Donbass. Terrorists headquarters, based in the building of city prosecutor’s office, have been shattered by Ukrainian troops in Artemivsk during intelligence raid.
    Fights in the eastern outskirts of Lugansk are ongoing with terrorists using multiple missile launchers "Grad", placed in schoolyards and residential areas. ATO forces, seized Mykolaivka town and now control international highway Kharkiv-Rostov, after heavy tank fights. Strategic height Saur-Mohyla, where terrorists established a strong point, have been seized in Donetsk region. Terrorists shelled Donetsk International airport and Air Defense Military Base, as well as made attempts to seize exhibits of the local WWII museum. Heavy fights ongoing in Slovyansk, terrorists are trying to break through to Kramators’k.
  • Militants seized Luhansk regional TV and radio, stating that channel being closed, and that broadcasting will be performed in a different format. Regional TV and radio are shut down.
  • Regime of severe economy of drinking water, supplied only 5 hours a day, have been established in Donetsk. «Voda Donbassa» company, reduced water supply to Donetsk, as repair works are impossible on the damaged channel Siversky Donets-Donbass, in the military operation zone near Slovyansk.
  • Regional Department of Internal Affairs of Donetsk region relocated to Mariupol, Lugansk ones - to Svatovo. Police officers have been ordered to arrive at a new duty station and determine in which region to serve. Despite numerous statements by local Interior Ministry officials that police continue to carry out its functions, Donbass residents continue to report mass collaboration of police officers with terrorists.

World and Ukraine


  • NATO and Russia hold simultaneous military exercises in the Black Sea. Joint military exercises of NATO began in the western part of the Black Sea on Friday, July 4. Maneuvers will be performed until July 13, with participants from Bulgaria, USA, Greece, Romania and Turkey. Battle ships are in Bulgarian territorial waters, 250 kilometers from the Crimea peninsula, annexed by Russia in March. In parallel, naval maneuvers of the Russian Black Sea fleet are ongoing in the Black sea, engaging some 20 warships and auxiliary vessels, more than 20 aircraft and helicopters, marines and coastal artillery.
  • In Moldova temporarily banned broadcasting Russia 24 TV channel. Coordinating Council of TV and Radio Broadcasting of Moldava, banned broadcasting of pro-Kremlin TV channel Russia 24 in Moldova until January 1, 2015, accusing Russian media on aggressive propaganda.
  • Russian Parliament (Duma) adopted a law establishing a gambling zone in Crimea. Illegitimate head of Crimea, Mr. Aksenov said earlier that the gaming area, is likely to be located in Yalta, however, a particular territory haven’t yet been chosen, although locally its being considered to be in one place. The law passed all three readings.
  • Russian Duma adopted a law that obliges foreign Internet companies to store personal data of Russian nationals in Russia. Accordingly, foreign companies, such as Twitter, Facebook and Booking.com, should open their representative offices in Russia and ensure personal data of Russian nationals will be performed there.
  • USA celebrated the Independence Day. Ukrainian President Mr. Poroshenko congratulated US President Barack Obama, appreciated US help and support in development of Ukrainian democracy and expressed hopes for continued comprehensive cooperation between the United States and Ukraine..
